Chapter 2 opens with Luffy's small boat getting sucked into a whirlpool, though he's not shown particularly stressed.
On an uncharted island nearby Lady Alvida, a pirate depicted with a large iron mace, is shown disciplining her crew for an unkempt ship. A small boy named Koby is also being disciplined, Alvida noting she only keeps him around for his knowledge of the ocean. Koby is then shown distraught and going off to do menial work, bringing a barrel that washed up on shore to the storeroom. Pirates (Heppoko, Peppoko, and Poppoko) from Alvidas crew notice and are eager to open the barrel thinking its rum before Luffy bursts out, having taken a nap inside the barrel after using it to hide in and float away from the earlier whirlpool. Alvida destroys the storeroom after hearing the commotion and thinking its her crew slacking off, blowing away Luffy. The crew quickly informs her of the intruder, theorizing its a famed bounty hunter who had been recently captured at a marine base.
Afterward Luffy and Koby proceed to talk away from Alvida and her crew and Luffy finds out Koby had boarded the wrong ship 2 years earlier and has been stuck under Alvidas control. Koby offers Luffy a small boat he built over the past 2 years to get away. The resigned Koby had given up hope of escaping but Luffy tells him of his dream to be the King of the Pirates and inspires Koby to tell Luffy of his dream of joining the marines. During his passionate excalamtion of joing the marines and capturing Alvida, she overhears and smashes in, challenging Koby's determination. Koby works up the strength to insult Alvida which makes Luffy laugh and causes Alvida to become enraged. Alvida goes to swing her mace at Koby only for Luffy to tank the hit and exclaiming it doesnt hurt him because hes rubber. Luffy proceeds to punch Alvida using a gomu gomu no pistol and swiftly knocks her out. Luffy tells the remaining pirates to give Koby a dinghy so he can leave and join the marines.
Koby and Luffy are then shown sailing away talking about entering the Grand Line if Luffy is to become the Pirate King. Luffy notes the conversation earlier about the famed bounter hunter, Roronoa Zoro, being locked up at a marine base and humors the idea of letting him join Luffy's crew. The two are last shown sailing in the direction of the base.
